The most difficult part of supply chain management is checking up on adherence to the supply chain plans.

It does not matter how good your supply chain plans are, if you do not have a systemic built-in mechanism to conduct a post-event review on the plans. 

That is where the capability of TMS to check up on routing and SLA compliance comes in handy.

To compare contracted rates and terms to the actual rates and terms applied to a shipment, by lane and mode, a systematic transportation control or compliance management segment is a must.  

It  should further ensure fulfilment at the pre-configured service level at the targeted cost. As a result the actual shipping execution should comply with the transportation plan that takes all the relevant constraints into consideration.

This part of the TMS also validates selection of the lowest rate carriers that meet the requisite rates and transit time goals.
